Florida 15, Sentosa 27… Human Trafficking of Filipinos in the US Continues Under PNoy Administration– NAFCON
“Human trafficking of Filipinos to the United States is a sad, but growing, phenomenon,” states Fr. Ben Alforque, president of the National Alliance for Filipino Concerns (NAFCON) in the US. “And it seems the Philippine government is just fine with that.”
Alforque cited at least 4 current cases being handled by NAFCON, a US-wide alliance of Filipino organizations advocating for the basic rights and welfare of Filipinos in the US, including that of the Florida 15, a batch of Filipino migrant workers who were recruited and signed contracts with Sun Villa Ship Management Co. in Manila to work as hotel housekeepers in Florida.
According to the 15, upon arrival in Florida, and after paying exorbitant fees up to $300,000, the workers’ passports and other personal documents were confiscated by Sun Villa and no employment positions per their original contracts were offered to them. Instead, Sun Villa owner Jose Villanueva directed them towards other states, including New Jersey, where many from the original batch were forced to look for work on their own.
In addition, Sun Villa failed to process their H2-B temporary work visas as stipulated in their contracts, forcing the 15 into undocumented status in the US.
After finally leaving the agency, the workers linked up with NAFCON organizations in New York and New Jersey seeking legal assistance and justice.
“Jose Villanueva is your typical predatory employer who uses his bureaucratic connections with the Philippine government to traffic cheap Filipino labor to the US and then abuses them with unfair labor practices, very similar the ongoing case of the Sentosa 27 healthworkers” stated Gary Labao of the New York Committee for Human Rights in the Philippines (NYCHRP), a member organization of NAFCON.”In the meantime, its the Filipino migrant workers themselves, who are only seeking better lives away from poverty and joblessness in their home country, who are forced to pay the price.”
With the upcoming State of the Nation Address (SONA) next week, marking one year of the Benigno “PNoy” Aquino administration, NAFCON joins the growing clamor seeking accountability from the current Philippine administration on the worsening situation for Filipino workers, particularly migrant workers. The group seeks an immediate investigation of the employers involved, their labor recruitment operations, as well as due assistance to the trafficked victims themselves.
“The fraudulent former employers of the Florida 15 and even the Sentosa 27 still continue to have their licenses from the Philippine government to recruit more workers from the Philippines. Why does the Aquino administration allow this to continue? Where is the justice for our wronged kababayan who were trafficked en masse to the US?,” Alforque questioned. “For as long as no punitive action is taken by the Philippine government to stop human trafficking, we can only surmise that this is condoned by Aquino administration.” ###

Diplomatic Solution and Independent Foreign Policy Upholding Philippine Sovereignty, Not U.S. Intervention, the Answer to Spratlys Conflict – NAFCON
The National Alliance for Filipino Concerns (NAFCON) urges the Philippine government to work for an independent foreign policy upholding Philippine sovereignty, and to reconsider requesting increased military assistance from the U.S. in response to the growing conflict with China regarding the Spratly islands.
Fr. Ben Alforque, president of NAFCON reiterated, “If the Philippine government is really for good governance, then it should not allow itself to become tools of war mongering and pawns of the U.S. It should promote an independent foreign policy and work for a diplomatic solution of the problem by all claimants including China, Taiwan, Vietnam, Brunei, Philippines and Malaysia.”
The Spratly Islands consist of over 30,000 unoccupied islands in the South China Sea that encompass strategically important trade routes and are believed to sit atop abundant mineral and oil deposits. For decades, several nations including China, Taiwan, Malaysia, Brunei, Vietnam, and the Philippines, have engaged in territorial disputes over the islands. Tensions have increased as of late due to moves by China that have been perceived by the Aquino administration as violations of international law and threats to our nations’ sovereignty.
However, Aquino sent representatives to the U.S. seeking for increased support to beef up the Philippines military capabilities including more joint training exercises and leasing naval vessels. Utilizing the conflict for greater military buildup in the region, Secretary of State Hillary Clinton declared that the U.S. is “determined and committed to supporting the defense of the Philippines.”
“While we denounce China’s incursions within our boundaries, it is contradictory for Aquino to increase our nation’s dependence on its former colonial master behind the banner of defending Philippine sovereignty. The U.S. military has violated our sovereignty since time immemorial, even resulting in the raping of our women and displacement of our people. By seeking greater U.S. military presence, the Aquino administration is actually undermining Philippine sovereignty.” said Fr. Ben Alforque. ###
